Description & Requirements

WillowFlow is forming a small team to deliver a strategic consultancy for the Global Interagency Security Forum (GISF), with support from DG ECHO. The task: design a practical ROI Tool to help NGOs understand the value of their Security Risk Management (SRM) investments.

We are seeking a Lead Consultant to frame the overall logic, guide the structure of the tool, and produce the key written deliverables.

You will work alongside an ROI Modelling Specialist and Tool Developer, leading the conceptual and sectoral framing of the assignment.


Scope of Work

  • Define the logic and structure of the tool from a security risk perspective
  • Map SRM investments to operational and organisational outcomes
  • Lead on language, usability, and contextual integrity of the tool
  • Draft the methodological note, user guidance, and final report
  • Coordinate inputs from other team members and GISF stakeholders

Deliverables

  • Framing logic for the ROI tool
  • Contribution to cost-benefit categories and risk models
  • Methodological narrative and tool guidance
  • Final narrative output (5–10 pages)

Profile

We are looking for someone with:

  • Deep SRM experience in humanitarian settings
  • Familiarity with GISF’s role, language, and audience
  • Ability to translate practice into logic and logic into language
  • Excellent writing, cross-team coordination, and strategic framing skills
